SBEU's Proposals for New CA 2003-2005

SBEU have prepared our proposals for a new CA to the Sarawak Commercial Banks Association. The proposals, to be effective 1.1.2003 to 31.12.2005 are compiled after receiving feedback from members.
Amongst the highlight is a proposal for a performance related remuneration system (PRRS). SBEU is one of the 1st Unions to propose such a system. Though highly controversial, SBEU believe that PRRS will be beneficial to all members in the long term. By having such a system in the CA as follows, SBEU can prevent abuses.
Annual increment shall be based on a performance related system that takes into account the individual employee performance, the bank performance, the nature of the job, the banking industry performance and other relevant factors. These factors shall be consolidated through a matrix system to be agreed upon between the bank and the union.
The individual performance shall be appraised through an open appraisal system. Such system shall amongst others, have the following features:
Clear and objective targets for the employee shall be set and agreed with the employee - such targets shall take into account the views of the employee and the union
The Bank shall provide the union with relevant details of the grades awarded to each employee
Where an employee is not satisfied with his appraisal, he may invoke the Grievance Procedure under Article 4.
The bank shall provide full disclosure of all related statistics and accounts including management accounts when determining bank performance.
Training shall be provided by the bank for the union officials, IRCs and managers in managing the performance related remuneration system and the appraisal system
Members can still give their views and suggestions to reach SBEU HQ by 30th January 2003.
Please note that these are still proposals that have yet to be agreed to by the Banks and Finance Companies. We expect to receive the counter proposals from SCBA by end of February 2003 and negotiations to begin by end of March 2003. Similar proposals will also be submitted to Finance Companies.
